I think the + button should be to the right of the search and have no circle

I've looked at a lot of products to see about this and admit there is no really common answer. However, the plus button where it is is not obvious.

All the other buttons are to the right of the search. Most applications put the search first and in many cases centre it too.

And the icon in the top bar should be larger and without a circle. The aha and prosperworks UI's dont have a circle and i think look cleaner. Losing the circle also allows simplifices the icon and allows you to make the plus bigger, and put it in it's own "box" (i.e. vertical seperator bars) like the help icon. I think you could keep the circle on the plus that appears on a detail page, but not sure we need that either.
