Ability to update VAT rate on a range of quotation lines

VAT Rate Code and Percentage are hard-coded to quote lines when they are created.

If the VAT Rate Percentage changes (ie. when a country changes their VAT rate) then there is a need to have the hard-coded VAT percentage updated on a large number of quotations.
