No default user set on a recall - Prompt to assign a user

A customer would like to have the recall not default to a user, but then prompt you to select a user when assigning/saving the recall. Avoids the issue of accidentally saving a recall to themselves/incorrect person(s). Can't currently edit the user a recall is set to, so this would hopefully devoid the issue of having to set another recall to a different user more frequently.
