When displaying records in the recycle bin, these use the 'Last updated by' and 'Last update timestamp' fields to show when and whom deleted the record. However if any change is made to these without it being recovered, these values will be updated, although it wont match who deleted it or when it was deleted.
Adding these fields will allow it to accurately display this data outside of any other changes to the records.
