Have release notes be emailed to customers

Might be useful for Key Users or have an opt-in scheme to have the new release notes be emailed to customers or have a better way of informing users of upcoming changes. The notification that comes up in the '?' is small and usually overlooked and isn't obvious that release notes are put out there.
