Add 'accept contact' for quarantined contacts as a bulk action

When going through our quarantined contacts that have registered through the website, there is a perform bulk action and then delete record as an option but not to accept the records.
On the desktop version you had the quarantined records wizard which allowed you to accept numerous contacts in one go and reject the rest which were spam contacts (of which we have many).
