Ability to post an activity against a record without text

Currently, there is a system setting which can be changed to allow users to set a task/follow-up on a record without having to input any text. This is not currently available when simply posting a note against a record. It would be useful to be able to post certain activity types like 'left voicemail' against a record without having to include a text note.
