Create a setting to restrict price list usage

When importing pricelists from accounting systems, there is no way to enforce not being able to set certain pricelists on quotes or ledgers. Some of these might not be used for sales, such as a 'Cost' pricelist, and customers may not want their sales people selling using that pricelist. We should add a setting to be able to restrict/hide pricelists after they are imported, so that only admin users can set these.
