An option for either Card Payment or On Account for Quote to Order Workflow

A customer mentioned that sometimes you are not sure what the customer's payment preference will be so it would be good to have an option for the customer to use either pay on account or pay on card. Currently you need to choose the default option before sending the quote to order email.
