The ability to set a minimum margin was added some while back. But in v 120 we've enhanced this to add permissions to override that - so you can now set minimum margin to be a warning only, or to prevent orders being confirmed, and now theirs granularity allowing you to set some users as able to confirm these orders and others who can't.
Also look out for a future update where we'll allow a minimum margin for the overall quote rather than each individual line.
We have a feature in development at the moment that allows you to set a minimum margin for quote/order lines. You can then decide whether this should just present as a banner warning to the user or actually prevent the order being posted.
Look out for this update in the next few weeks. You'll then need to go into the settings to turn this on and set your minimum margin level, but then I think it will do what you require. If you're just after avoiding "below cost" quotes, hopefully you can just set a minimum margin of zero (although i think the original intention was to require say 10% margin... and we'd need to specifically test/try a setting of zero margin minimum if that's what you need).
