When setting up an enquiry form you can define who enquiries should be assigned to and set a flag to "Always notify user" which will then auto-assign the specified user and immediately send them a notification.
Seperately to this, when a user is later assigned (or changed) then the system can send a notification to the user at this point too. Users can manage notifications for these (instant and/or daily, weekly summary etc) from their notifications settings page.

Agreed, it would be really useful to receive an email notification when a new enquiry comes in.
