New Account and First Order notifcations to be sent out per account manager

Currently, the user notification settings for new customer and customers placing their first order are sent out for all customer. For example here if a new customer account placed their first order every user with this notification setting enabled would receive a notification about it. However, there is no point an account manager for the north of England for example, receiving a notification for a new account in the south of England, as that is not an area the cover. Allow user to select as part of this options if they would like to receive these notifications for all customers, customer that they are the account manager of or customers that are in their territory would allow them to only receive these notifications that would apply to them.
