Reason for declining on the Quote to Order Workflow portal to have the Mandatory/Required option

By having it mandatory, the customers can provide info on the reason for declining, and those info can be used for tracking purpose.

It'd be useful for Account Managers and Sales Reps to monitor and generate relevant reports based on those reasons.

We could set up in settings to make the option mandatory or optional (instead of having it as optional only).
