Make more use of "Passed to Reseller" quote status

Passing quotes/leads to a reseller is a real thing in some stock aware customers. we should consider this scenario, what these companies really do and how the data should appear in the system.

For instance grestec, airflow, and plenty of others might quote an end customer and then pass that enquiry to a fitter to finish off/close etc.
