Reports are being shared by multiple users and it is possible that a user would make a change to a report and save it overwriring what the original report was intended to show. Allow users to be able to share reports with everybody, but select who they would like to be able to edit the report and who should only have a read only version would ensure that the report remains in tact when shared with multiple users.
