Recalculate Tax on lines if delivery address changes

If you add lines to a quote in the CRM or a basket on the CMS with VAT By delivery Address enabled, and then change the delivery address, it does not recalculate tax on the existing lines, but new lines added will use the new Tax rate for the delivery address.

We could improve this by having a prompt/auto-recalculate feature if that VAT option is enabled, to ensure that the correct Tax is always being applied to lines for the delivery country selected.
