Most pipelines, both Opportunity and problem will need some sort of onhold stage that leaves the pipeline where it is, but that doesn't count as a closed stage
You can effectively do this by creating a closed status, with a neutral outcome. Neither won nor lost, just closed. This can be temporary, because you can of course come back and re-open it by changing the status in the future. It's also possible to set a follow-up/recall date for closed problems and opportunities. So this would seem to suffice for this requirement.
