If you have two operating companies in the CRM, you may have two different templates to use for customers of each Operating company, at the moment, templates are across all contacts/companies in the CRM. There should be an option to select which operating company a template is for and restrict users to only select the templates that are approved for the operating company that the contacts/companies is set to.
