I think you always want the dashboard to be similar to other parts of the system and yet in some way different and special.
you also want multiple dashboards for different views/roles/users
you also want to maximise the screen real-estate for dashboards.
So, having seen the microsoft dynamics dashboard header bar i think we should do the same thing. We can put a header bar on our dashboard that is similar in style to the other windows. we dont need a close button etc but maybe a refresh and fullscreen button. and probably even an edit or + button to add new items to the dashboard.
And, as you can see from the dynamics example, a little drop down arrow next to the dashboard title will let you change between dashboards. For a dashboard this is better than having a tab/page control on the left hand side as it gives you maximium real-estate for the data.
