Report filters should allow custom ordering

When a report (ie. a customer created report in the "Shared Reports" section) has saved filters, the creator of the report should have the ability to order the filters.

Example, after the report is created the person realises they missed the most important filter.  However, adding it now will result in that filter appearing at the bottom of the filters list.

    Individual users can choose their "Favourite" filters and save it for them. Favourite filters will display at the top and will be shown when opening the report.

    Yes, but "Favourite" filters cannot be ordered either. 

    We have some report that has 5 or more Favourite filters & there is no way of ordering these if a new Favourite filter needs to be added.
