Make it more obvious when Basic Data Import Fails

Sometimes the Basic Data Import fails due to missing information such as the marketing preference flags. The basic data import does helpfully state this in the error message but it doesn't make it clear whether the import has failed entirely or just the contacts without the marketing preference flags. It seems that the import does fail entirely but the user can be left confused.
