Document attachment tab order and list view not very friendly

When adding attachments to emails it would be better if the New Documents tab was first to allow for quick adding of document templates set up in the system.  Also the template list only shows 5 templates with pagination for others.  The screen looks like it could handle more if the styling was cleaned up
