Confirming orders in the Web UI when a quote is in Open Web Basket status

Orders cannot be confirmed when in a status of Open Web Basket on Web UI. This needs to be changed so that customers can manually confirm quotes if they are in this status.

Provide contact lookup in the "New Email" screen

When sending an email from the CRM, it should try to suggest email addresses based on contacts under the company/division, but also allow a contact lookup as well.
