Implement Detect Duplicate during automatic customer creation for Exchequer

The "Detect Duplicate during automatic customer creation" system setting currently only works for Cloud integrations such as Unleashed. We should implement this for Exchequer to allow customers to track and quote their prospects in CRM, create the ledger in their ERP and not create duplicate records in the CRM.
